Management Team

Henry P. Unger is the President and owner of Hitech Systems Inc.

Henry Unger has been designing and developing computer system interfaces for more than 30 years, and is a recognized expert in real-time system interfaces and protocol handlers for public safety applications. He developed the very first operational SafetyNet CAD system interface to Motorola's SmartZone radio system and served for many years as a Chair member of the Technical Working Group on the APCO International Project36, which was chartered with creating a standard method for CAD-to-CAD communications.

Mr. Unger is responsible for the original design and development of SafetyNet CAD, and continues to lead the technical direction of the product. He developed an industry leading solution supporting police, fire and medical dispatch with a breadth of application interfaces.


Thera Bradshaw is the Executive Vice President of Hitech Systems Inc.

Ms. Bradshaw brings to Hitech her experience and expertise as a world leader in public policy, administration, strategic technology planning, implementation and operation of 3-1-1 and 9-1-1 public safety communications systems. Ms. Bradshaw is an internationally recognized leader in the digital cities movement and is well known as the champion for public access through electronic government. In addition to her role of executive leadership with Hitech Systems, her many friends and associates include the Governor's Office for the State of Hawaii, General Dynamics Information Technology, Akimeka Systems, Shared Spectrum, and Intrado. Ms. Bradshaw is a former Cabinet Member of Mayor Antonio Villaraigosa and Mayor James Hahn in the City of Los Angeles where she served as the Chief Information Officer and General Manager of Information Technology prior to forming TKC Consulting Group in 2006.

Ms. Bradshaw was elected by her peers to serve as International President of Association of Public Safety Communications Officials (APCO) and National President of the National 9-1-1 Association (NENA)


Jaime J. Lim is the Vice President of Business Development and Marketing

Mr. Lim possesses over 35 years of technical sales and operations/corporate staff management within the Public Safety market space and telecommunications industry. His experience and knowledge base includes broad and progressive management responsibilities in voice and data communications, command and control applications, technical sales support, systems engineering and tactical/strategic corporate planning.

The position of Vice President of Business Development and Marketing with Hitech includes the sales management responsibilities of Hitech's Account Executives, marketing direction and planning and business partner alliances and development


Manny Soria is the Vice President of Operations.

Manny Soria is responsible for technical and administrative operations at Hitech. He oversees software development, technical support, accounting, contracts, budgeting and cost control.

Mr. Soria also oversees operations for Pulsiam S. A. de C.V., Hitech's Mexico operating company. Mr. Soria holds an MBA from the University of Southern California, a Bachelor's degree in Management and Organizational Behavior from the University of LaVerne, and an AA in Electronics from Pasadena City College.
